Eviction Diversion Program

The City of Philadelphia’s free Eviction Diversion Program (EDP) helps landlords and tenants resolve disputes and avoid going to court, through mediation or supported direct negotiation. Under City Ordinance #220655, EDP is required before a landlord can file an eviction in court, and landlords start the process after sending tenants the Notice of Diversion Rights. Eligible landlords and tenants who participate in good faith may be selected to apply for Targeted Financial Assistance, a one-time payment to the landlord equal to the tenant’s total rent arrears plus one month’s rent.

Organization
City of Philadelphia / PHDC
Who qualifies
Philadelphia landlords and tenants in a rental dispute before an eviction filing. Targeted Financial Assistance may be awarded only if the tenant and landlord are eligible and both participate in the program in good faith.
How to apply
Landlords initiate the eviction diversion process after sending the tenant the Notice of Diversion Rights. Tenants must attend mediation sessions as scheduled, attempt to address all issues raised, and submit all requested materials for Targeted Financial Assistance within 5 days of request. For questions about the application and mediation process, contact Cora Good Shepherd Mediation at evictiondiversionprogram@coraservices.org or the Eviction Diversion Program Tenant Hotline at 215-523-9501.
